Add the ability to markup/edit photos on Desktop

As an admin it would be helpful to edit and markup photos in the desktop and have full editing functionality of the photos section like in the app

It should also be possible to edit/create the image report via the computer and the explanation that quantifying the images via the app is very complex and laborious
