The photos are evidence that we have to submit by uploading on cloud or emailing to third parties in our industry.

They can have restrictions on their IT firewalls that dont allow links to external sites so require actual pdf documents. They can also have limits on size of documents that can be uploaded.

At the moment i am downloading the pdf in its original size (say 15mb) and compressing it within adobe acrobat (to say 3mb), so the compression works buut it would be good to cut out this step as you have done with the reports.
